In a memo dated August 14, 2000, we informed you of the Agricultural Risk Protection Act 2000 (Pub. L. 106-224) that allows providers to transfer sponsors one time per fiscal year. Because of this change in the law, providers choosing to transfer sponsors are allowed to do so without the one month penalty. Beginning immediately, providers can transfer sponsors once per year without sitting out a month.

I encourage you to inform your providers wishing to transfer that they can only transfer once per year.
